The short answer: Incheon Bridge toll support is a resident benefit, not a free crossing for everyone visiting Yeongjong. Eligible residents must register their vehicle and Hi-pass card; moving to the island does not activate the benefit automatically.
This guide is for people living in Yeongjong (영종), Yongyu (용유) or Bukdo-myeon (북도면). It adapts my Korean 생활정보 guide on bboranglog, checked against the Incheon city registration portal on September 19, 2026. The practical distinction is between registering an eligible car and simply owning a Hi-pass card.
Who should use this guide?
If you have moved to the island, start with your registered address and vehicle eligibility. If you are a foreign resident with a vehicle registered in your name, the city directs foreign-owned vehicle applications to an administrative welfare centre (행정복지센터): the online system cannot automatically review them. That is an application route, not a promise that every application qualifies.
If you are arriving for a holiday or driving a short-term rental car from the airport, do not budget on receiving this resident benefit. For a brief visit without a car, our T-money versus single-ticket comparison addresses a different question: what to buy for local public transport.
What does the resident support cover?
The programme covers Incheon Bridge (인천대교) and Yeongjong Bridge (영종대교). The basic allowance is one eligible vehicle per household and one round trip per day. A household can additionally register one qualifying light car with an engine below 1,000 cc. Each registered vehicle needs its own Hi-pass card registration.
The address requirement is both registration and actual residence in the eligible area. Simply working on Yeongjong is not the same as living there. Vehicle type and ownership also matter: the programme is not a blanket exemption for every vehicle associated with a local address. If you have a lease, a business vehicle or an unusual ownership arrangement, have the centre check that arrangement before relying on support.
Should you apply online or visit a centre?
| Your situation | Where to start | What to prepare |
|---|---|---|
| Resident with a vehicle the system can verify | Online resident card-registration system | Identity verification, Hi-pass details and a clear card photo |
| Foreign-owned vehicle | Local 행정복지센터 | Ask the centre for the documents needed for your case |
| Temporary replacement after an accident | Local 행정복지센터 | Replacement-vehicle documents; obtain approval before relying on support |
For the online route, type intoll.incheon.go.kr into your browser and choose the 영종·용유·북도 resident registration service. The application takes you through consent, identity verification, address verification and card details, including a photograph of the physical card. The portal checks vehicle and household information through administrative records.
The detail worth checking twice is the Hi-pass number. My Korean guide highlights the separate number beginning with 016 on the relevant postpaid cards: do not copy the ordinary credit-card number just because it is printed more prominently. Match the number and expiry details to the Hi-pass card, and make the photograph readable.
The city lists online processing at two to three days excluding public holidays, and centre applications within seven days excluding public holidays. In-person reception is on weekdays, 09:00–18:00. These are processing windows, not an instruction to start claiming the benefit immediately after submitting a form. Check 신청/등록정보확인 for your registration status.
What if you replace your car or Hi-pass card?
Do not assume the old registration follows you. The city FAQ requires a change application for a replacement vehicle or Hi-pass card. After the change is approved, support applies from the following day. Using a different card or vehicle without approval does not qualify under the existing registration.
For an accident-related temporary replacement, the change must be handled in person. The FAQ explicitly says tolls incurred before that change approval are not covered retroactively. If you are selling a car, the FAQ advises cancelling its registration before ownership changes; once the old vehicle can no longer be verified under your name, contact the centre.
Does this also register you for Cheongna Haneul Bridge?
No. The landing page has two separate entrances: the Incheon/Yeongjong resident card system and the Cheongna Haneul Bridge (청라하늘대교) exemption system. Do not mistake the shared website for a shared application. My Korean guide treats them separately for exactly this reason. Check the second system independently if you use that bridge.
Frequently asked questions
Is Incheon Bridge free for tourists? Not through this programme. This article explains a local-resident benefit, not the standard toll tariff or a visitor discount.
Does putting a Hi-pass card in my car register me? No. Having a card and enrolling that card and vehicle in the resident support programme are separate steps.
Can a foreign resident use the online application? The city directs applications for foreign-owned vehicles to an administrative welfare centre because automated review is unavailable. Ask the centre to confirm eligibility and required documents for your circumstances.
For application questions, the portal lists Yeongjong-gu vehicle registration staff at 032-760-6852. Source references: bboranglog 생활정보, September 10, 2026; Incheon resident card-registration portal and its FAQ, checked September 19, 2026. The rental-vehicle wording in the portal and older FAQ is not fully aligned with the long-term-lease exception described in my Korean guide, so this article does not promise eligibility for leased vehicles.
Visiting rather than moving here? Start with whether you have time to leave Incheon Airport, then choose a nearby outing. Resident registration is not a step in planning an ordinary layover.
